@fsf Is "assigning your copyrights to the FSF" implying "making your package into a GNU package" as described here? https://www.gnu.org/help/evaluation.html

Asking since that page says "For a program to be GNU software does not require transferring copyright to the FSF; that is a separate question" but it is also the only reference I can find on the matter from the linked post. Is there further information available on that separate question?
