I don’t think indvidual States can make trade agreements with other countries, but they can make memorandum of understanding, and agree to co-operate on various projects. Even this is too much for #POTUS; because he hates #Newsom. I don’t trust Newsom as he definitely blows with the wind, but he is good at riling #Trump.
